How do you set an ACL  in to an ACE?

  Your question is difficult to understand and sufficiently terse as to
  have no answer -- the OpenVMS Wizard would recommend skimming through
  the OpenVMS Guide to System Security manual as a starting point to
  understanding security on OpenVMS, including gaining an understanding
  of how individual access control list entries (ACEs) are ordered and
