Seeking performance tuning, UETP?

The Question is:

 
I have searched this site for UETP and not found anything. I have a "new"
 system that I am setting up, an Alphaserver 4100, running OpenVMS 6.2-1h3.
 There used to be a user simulation utility called UETP, but I have forgotten
 how to invoke it. Is there a
way to "load up" my new system so I can get better tunign feedback before I go
 live?

The Answer is :

 
  Chapter 17 in the current OpenVMS System Management manual?
 
  You will likely end up running periodic feedback and AUTOGEN reboots
  until your system load stabilizes -- while tuning to UETP might help
  with the initial system parameter configuration (though AUTOGEN itself
  will also be particularly helpful establishing a baseline), you will
  want to switch over and use AUTOGEN feedback based on the actual system
  load for your remaining system tuning activities.
