Login Failures?

The Question is:

 
Why can't I log into a new system as a user, I get a message that login failed.
 I have reset the password a few times and still no login.
 

The Answer is :

 
  If this is a result of break-in evasion:
 
    $ SHOW INTRUSION
    $ DELETE /INTRUSION_RECORD ...
 
  If this is a result of a lack of user licenses, you will want to
  acquire the requisite product authorization keys (PAKs) for OpenVMS
  Alpha and for interactive users.
