IP rsh privilege (NOPRIV) error with bind?

The Question is:

 
Compaq TCP/IP Services for OpenVMS Alpha Version V5.1 - ECO 3
  on a COMPAQ AlphaServer DS10 617 MHz running OpenVMS V7.3
 
I having trouble with the output from a rsh command in a command procedure.
 
I set up a symbol as follows:
 
echo == "rsh /user=xxx /pass=xxx /log=junk.dat goldencat pass-client
 
then I issue the command:
 
echo nnnnn nnnnn
 
which works, but when I try to search the log file junk.dat for the text I get
 the following error:
 
%RSH-E-INETERROR, Internet interface error -RSH-I-INETCALL, bind(),
 stdin/stdout -SYSTEM-F-NOPRIV, insufficient privilege or object protection
 violation
