Julian Day, Date, Calendar, Time?

The Question is:

 
Is there a way in DCL to translate a numeric date (for example: yyyy-mm-dd) to
 Julian "day of year" format (yyyy-ddd) ?
F$CVTIME doesn't seem quite up to it, but building lookup tables seems very
 clunky.

The Answer is :

 
  Please see topics (2315), (2943), (5313), (6046) and likely others.
 
  This is effectively resolved in OpenVMS V7.3-1 and later, with the
  advent of the F$CVTIME DAYOFYEAR and related itemcodes.
