Poor WEBES Performance?

The Question is:

 
I installed WEBES on my AlphaServer GS160 to use
CA and CCAT. It seems ok but pulling up the WEB interface is extremely "clunky"
 and slow.
It takes about a minute to get to a login screen and then upwards of 3 minutes
 just to get the main pages. The DESTA Director seems allright in VMS (ie...no
 extreme page faulting)
I have opened sessions on a Windows 98 laptop
and Win 2K workstation.
How can I get this software performing faster?
