Third-party hardware? (DECserver 900TM)

The Question is:

 
How do I congigure DECServer 900 TM ports to receive a telnet connection.  I
 can telnet to the console but get rejected when trying to connect to a
 specific port.   Listener connections are enabled and ports are enabled for
 telnet.
