AlphaServer Hardware Errors?

The Question is:

 
I am unable to get response from my es40 server. The LED shows "PS CONFIG
 ERROR" this server is used for standalone restore purposes, it is not a
 production server. What steps are there that I can take to trouble shoot this
 sort of error. I have powered i
t off and on, still same error.
