LMF, Licensing, and Clusters?

The Question is:

 
I am adding a DS-10 Alpha system to the exisiting cluster, but it LMF didn't
 load my VMSCLUSTER and couple of other software license PAK at boot.  I have
 1150 units for VMSCLUSTER and 1050 on other software PAKs.

The Answer is :

 
  Please see the discussion of LMF and of correct license database
  maintenance in the OpenVMS FAQ -- the OpenVMS Wizard would assume
  there are multiple databases and/or incomplete license registrations.
  Again, please see the information on cluster licensing and on the
